This is an exciting opportunity to play your part in the delivery of programs that support the activities at the NSW Department of Customer Service, Better Regulation Division, within the Professional Standards Authority.


The Authority is the NSW based regulatory support agency for the multi-jurisdictional Professional Standards Councils. The Councils role is to lead the national system of professional standards regulation by enabling the creation of professional standards schemes, and by assisting and supervising their operation, balancing the interests of consumers of professional services and of self-regulating professions and occupations.


About this recruitment
This recruitment exercise is for one (1) ongoing vacancy within the Scheme Supervision team and Talent Pool opportunities for recruitment to Grade 7/8 Analyst roles in either the Scheme Applications or Scheme Supervision teams within the Authority. The Talent Pool will be valid for 18 months and may be used to fill roles in either an ongoing or temporary basis.


About the role
As a member of either the Scheme Applications or Scheme Supervision team, you will play a proactive role in assisting the team to achieve the following:

Scheme Applications
- Make the regulatory system easy to deal with
- Deliver clear and practical encouragement and assistance to occupational associations to develop self-regulatory capacity and improvement in the professional standards of its members
- Promote the benefits of professional standards schemes to occupational associations facing increased risk to consumers of their members services.


Scheme Supervision
- Strengthen scheme supervision and reporting, and the accountability of occupational association governing bodies
- Modernise data and analytics capability to support supervision and measure improvements in professional standards
- Develop the Councils supervision framework and principles to guide the way the Professional Standards Councils regulate.


Your main duties will include:


 Scheme Applications


- Assist in the drafting and preparation of clear and comprehensive reports and recommendations to inform the Councils considerations and decisions on regulatory scheme applications and performance reports 
- Assist in the review and analysis of regulatory scheme applications, identifying information gaps and inconsistencies, and compliance with state and territory legislation 
- Draft scheme documents setting performance standards for the regulatory schemes of individual applicant organisations and regulatory jurisdictions, ensuring compliance with the laws of the relevant jurisdiction (government) and navigating Ministerial approval and formal legislative processes 
- Gather, collate and report information as required for public notification and consultation of proposed regulatory schemes  
advise on and engage with sectors and organisations for encouragement and assistance to participate in professional standards regulation.


Scheme Supervision


- Preparing clear and comprehensive reports, papers and recommendations to inform the Councils considerations and analysis of regulatory scheme performance annual reporting against legislative requirements
- Monitoring schemes of occupational associations, ensuring compliance through supervision activities
- Liaising with regulated occupational associations, providing guidance in the development of compliant systems and processes, the presentation of information and the preparation of performance reports.


To be successful in these roles you will have:
- An understanding of professional standards systems and experience in compliance/risk management
- Proven ability to research and analyse information, identify interrelationships and make recommendations based on relevant evidence
- Proven ability to write fluently and persuasively in a range of styles and formats and translate technical and complex information concisely for diverse audiences
- Experience in establishing effective relationships with internal and external stakeholders
- Ability to drive initiatives to improve service delivery, manage competing priorities and respond to tight deadlines
