The Department of Planning, Industry and Environment is seeking expressions of interest from people with expertise and experience relating to urban water planning to advise on the water supply strategies for the Greater Sydney and Lower Hunter regions of NSW. Successful applicants will fill up to seven vacant positions on the Independent Metropolitan Water Advisory Panel (IMWAP). 


Members of the IMWAP have a unique opportunity to significantly contribute to developing the Greater Sydney Water Strategy and Lower Hunter Water Security Plan. 


Participation in the IMWAP will involve working within a multidisciplinary group of water experts to provide high-level advice to government and help tackle current and emerging water policy and planning issues associated with metropolitan water planning.


Term and remuneration

The term of the appointment is two years.


Remuneration will be consistent with the Public Service Commission guidelines for a Class C2-iv committee. Panel members meeting the above requirements for meetings and other commitments within the Terms of Reference will be remunerated at a rate of $5,000 per annum for members and $10,000 per annum for the Chair.

Application requirements

We welcome nominations from people who have the capabilities, experience and expertise to provide strategic and technical advice to government regarding the Greater Sydney Water Strategy and Lower Hunter Water Security Plan. 


Panel members’ expertise will be drawn from a broad range of disciplines. 


Members of the IMWAP must be able to participate in approximately four full-day meetings per year and undertake adequate preparation in advance of meetings.


Selection criteria

Applicants must demonstrate academic qualifications and/or extensive experience in one or more of the following fields:

  • water conservation and demand management
  • urban water planning and integrated water cycle management
  • water infrastructure
  • environmental issues associated with urban water planning (environmental flows, waterway health, etc.)
  • climate science
  • land use/city planning and liveability
  • Aboriginal values of water
  • recycled water and stormwater harvesting
  • monitoring and evaluation in the water sector
  • groundwater ecosystems and management
  • economics of urban water systems


We expect panel members to have:

  • comprehensive knowledge and understanding of the opportunities and challenges facing the water sector
  • academic qualifications and/or extensive experience in any of the relevant fields
  • demonstrated ability to provide strategic and technical advice to government
  • highly developed strategic thinking, negotiation, communication and interpersonal skills
  • ability to work effectively in a multidisciplinary team, and with different stakeholders across government and the community
  • experience in resolving complex technical and policy challenges
  • demonstrated high ethical and professional standards

Submit an expression of interest for membership to the IMWAP by providing:

  • a curriculum vitae setting out your skills, experience and qualifications in a relevant field.
  • a covering letter outlining your capabilities and expertise in relation to the selection criteria.

Appointment process

A selection panel will assess expressions of interest based on nominees’ capabilities, experience and expertise.


The selection panel may undertake referee, qualification and other probity checks (NSW Police Force) when assessing expressions of interest.


Members of the IMWAP will be required to comply with the terms of reference and a code of conduct and will be asked to sign a ‘confidentiality, conflict of interest and media management undertaking’.


The Minister for Water, Property and Housing will appoint members and notify successful applicants in writing. Unsuccessful applicants will be notified by the Department of Planning, Industry and Environment.
