The opportunity
We have an exciting position for Principal Manager Financial Evaluation and Strategy to join the Finance and Investment Division of Roads and Maritime Services (RMS). The Principal Manager will lead a talented group of financial managers/analysts who provide strategic advice and technical expertise in the development of economic analysis techniques and frameworks. Partnering across nine internal divisions, this is a critical role to inform financial planning and the economic assessment of RMS projects as well as developing and managing a range of analytical financial tools which will be used to inform Agency performance outcomes. Strategic in your approach towards continuous improvement, this opportunity will allow you to maximise the effectiveness and flexibility of technical systems whilst contributing to RMS sound financial decision making.

Reporting to the Director Financial Planning and Analysis, some of your responsibilities will be to:
  • Provide enriching analysis on key drivers of financial performance across the Agency and lead the development and management of a range of financial tools to evaluate the Agency’s Financial Performance. 
  • Practice effective and flexible management by implementing continuous improvement initiatives mainly in the financial management and control arena.
  • Provide high quality, timely and technical expertise to the Senior Management to ensure the effective delivery of business critical finance strategies and projects.
  • Develop and assess project proposals and business cases for major RMS projects to ensure investment decision making is in line with RMS short and long term objectives and performance benchmarks.

To be successful in this role, you will be customer focused and inspirational with experience in building and leading high performance teams. Paramount is a track record in delivering strategic financial reporting & analysis, policy development, business case development & evaluation in a complex financial environment, including a proven track record in implementing change management programs. Excellent written and verbal communication skills are essential so as to translate complex economic and financial information into Executive level briefing documents. You will also have a proven ability to collaborate with stakeholders to achieve organisation goals and to support the effective integration of new thinking into the business environment and in resolving any issues, difficulties and impediments raised to successful outcomes.

Essential requirements
  • Tertiary qualifications in financial management / economics /accounting.
  • Professional membership with either the CPA Australia (CPA) or the Institute of Chartered Accountants in Australia (ICAA) or MBA qualified. 
  • Experience in delivering strategic financial reporting & analysis, policy development, business case development & evaluation and asset management services in a complex financial environment, including a proven track record in implementing change management programs.
  • Experience in leading and developing teams across a range of financial management services.
  • A proven track record in implementing change management programs, including improving organisational reporting and reducing duplicate processes.
